Partnership and Co-operation Agreement with Russia

A Partnership and Co-operation Agreement (PCA) between the EU and the Russian Federation came into force on 1 December 1997. The aim of the PCA is to foster closer ties between Russia and Europe by ensuring a more stable climate for traders and investors and creating more direct links.

The first formal meeting between the EU and Russia under the PCA took place on 8 December 1997 in Brussels. This is the first meeting in what is hoped will become a regular political dialogue through the establishment of one set of institutions at government level.
