Stephen Byers puts consumers at the heart of policy.

Consumers will be at the heart of government policy and will play an important role in promoting, competing and bringing down prices on goods and services. The Government has just announced that a White Paper setting out the Government’s Consumer Strategy, will be published in the Summer.

The Consumer Strategy will have three strands:

  • Provision of better information for consumers on their rights and help to make well-informed decisions;
  • Effective enforcement of consumer protection laws to drive out rogue traders; and
  • Better assurance of redress


To help prepare the White Paper, Mr Byers has asked Dr Kim Howells, Consumer Affairs Minister, to chair a consultative group which will meet regularly over the next few months and will include both consumer and business representatives.
