Annual survey on State aid

The Commission has adopted its annual survey on State aid, which covers all sectors of the economy but analyses in particular the manufacturing sector. According to the survey, the level of State aid granted from 1996 to 1998 remains too high. Whilst the EUR 33 billion spent for the manufacturing sector is less than that spent in the preceding period from 1994 to 1996, the overall decrease is not EU-wide and depends upon only a small number of countries, in particular Germany and Italy. Substantial differences between individual Member States remain.

The Commission intends to increase transparency (by giving access to information on the Commission’s State aid policy), to modernise State control rules (rules for environmental and employment aid measures are under revision, legislation is being prepared to exempt certain categories of State aid from notification requirements and to allow faster recovery of illegal aid), and to enforce State aid control effectively outside the EU (enforcement of State aid control rules contained in the Europe Agreement signed with the candidate countries will be increased).
