Pollution Prevention and Control Regime Enters Into Force

United Kingdom

The new Pollution Prevention and Control (PPC) regime finally entered into force on monday (1st August) in England and Wales and will progressively replace the existing Integrated Pollution Control (IPC) regime and Local Authority Air Pollution Control (LAPC) regime, implementing the European Directive on Integrated Pollution Prevention and Control (IPPC), 96/61/EC.

Existing installations will be phased into the new regime on a sectoral basis from now until 2007. New installations must apply for a permit under the new regime before they begin to operate.

The Pollution Prevention and Control Regulations (Statutory Instrument 2000 No. 1973) are now available on the HMSO website at http://www.hmso.gov.uk/stat.htm. The Regulations define installations as "Part A(1)", which will have emissions to air, land and water regulated by the Environment Agency, "Part A(2)", which will have emissions to air, land and water regulated by local authorities and "Part B" installations, which will have their emissions to air only regulated by local authorities.

The DETR website (http://www.environment.detr.gov.uk/ppc/ index.htm) hosts further information and practical guidance.
