The Planning and Compulsory Purchase Bill

The Bill has been through Parliamentary Committee for the second time, and is due for its second reading in the House of Commons soon after the Queen's Speech (26th November). Following that it will be sent to the Lords.

The Office of the Deputy Prime Minister believes that Royal Assent should be obtained in spring 2004.

The Bill proposes a radical re-organisation to the executive and decision-making structures of town planning in England. Amongst other things, the Bill aims to bring about more regional governance; the replacement of local plans with 'local development frameworks'; and the end of Crown Immunity from planning procedures.
