Plans for new legislation in Russia for 2004

According to the head of the Russian government Mr.Kasyanov, the government has approved plans to submit 76 bills to the State Duma in 2004.

The Government is to draft and present the parliament with 22 priority bills within the first quarter (January, February and March) of this year.

The priority bills include amendments to the law on bankruptcy, tax and administrative law, legislation on mineral wealth, the profit tax, Budgetary legislation and the Criminal Code as well as the laws on a single cadastre, special economic zones, mandatory medical insurance, special VAT accounts and several other areas of regulation.

The legislation-creation process is as follows: a draft law must pass three readings in the lower house of parliament (The State Duma); on adoption by a majority of the members it is passed to the upper house of parliament (the Federation Council) for consideration.

If approved, the draft should then be signed into law by the President. There are various checks and balances built into the system in the event that a draft is rejected by either the Federation Council or the President.
