New and simpler explosives and acetylene regulations

The 1st of October marks the coming into force of the new Explosives Regulations 2014 (ER) and Acetylene Safety (England & Wales and Scotland) Regulations 2014 (ASR).

As such, the Approved Code of Practice (ACOP) for the Manufacture and Storage of Explosives Regulations 2005 will apply up to and including 30 September 2014. Thereafter, it will be replaced by L150 Safety provisions; these should be read alongside of the L151 Security provision. The ACOPs provide overarching guidance on how the safety provisions of the Regulations should be met. It is supported by subsector guidance to be published summer 2015.

The revised regulations apply to the explosives industry and to anyone involved in manufacture and storage of compressed acetylene gas. The regulations aim is to reduce the regulatory burden on business and regulators by clarifying and simplifying requirements. This consolidation was one of the recommendations of the review of health and safety undertaken by Professor Ragnar Löfstedt.
