Hungary’s government recently issued Government Decree No. 179/2024 (VII. 8.) defining the list of countries of third-country nationals who may be employed in Hungary with the National Card, and also issued Government Decree No. 180/2024 (VII. 8.) defining the country list of third-country nationals who may be employed with a residence permit for foreign workers. These Government decrees entered into force on 9 July 2024.
Pursuant to Section 283(12) and (13) of Act XC of 2023 on the General Rules for the Entry and Residence of Third-Country Nationals, the Hungarian government must determine by decree the third-country nationals who may be employed with an employment residence permit or a guest worker residence permit, and the third-country nationals who may be employed with a National Card. In line with this law, Hungary recently issued Government Decree No. 179/2024 (VII. 8.) defining the list of third-country nationals who may be employed with a National Card, and issued Government Decree No. 180/2024 (VII. 8.) defining the list of third-country nationals who may be employed with a residence permit for foreign workers. These two regulations entered into force on 9 July 2024.

Government Decree No. 179/2024 (VII. 8.) on the determination of the country list of third-country nationals who may be employed with the National Card
The following is the list of third countries whose nationals can be employed in Hungary with a National Card:
Bosnia and Herzegovina
Republic of Northern Macedonia
Republic of Belarus
Moldova
Republic of Montenegro
Russian Federation
Serbia
Ukraine
The Hungarian government is entitled to revise the above list if necessary.

The following is the list of third countries whose nationals may be employed in Hungary with a residence permit for guest workers:
Philippines
Republic of Indonesia
Republic of Kazakhstan
Mongolia
Socialist Republic of Vietnam
Federal Republic of Brazil
Georgia
Kyrgyz Republic
Bolivarian Republic of Venezuela
Republic of Colombia
Hungary's government is also entitled to revise the above list if necessary.
