Established in 2010, ECZA has played a pivotal role in developing these strategic hubs, expanding its mandate in 2019 to encompass the broader goal of attracting foreign investment. Definition:
Special Economic Zones (“SEZs”) are specific areas within a country's borders where business and trade laws may differ from the rest of the nation. They are established with aims such as enhancing trade balance, boosting employment, attracting increased investment, fostering job creation and ensuring efficient administration.
Overview of the SEZs in the KSA:
As part of Vision 2030, the KSA has created the following five SEZs:
1. King Abdullah Economic City Special Economic Zone | Launched 13 April 2023
This SEZ is strategically positioned on the Red Sea. This area sees 13% of global trade flow through offering unparalleled connectivity to international supply chains.[1] Leveraging state-of-the-art infrastructure and the world's most efficient port, as recognized by the World Bank in 2021[2], ensures streamlined operations and swift access to global markets.
2. Ras Al-Khair Special Economic Zone | Launched April 13, 2023
This SEZ leverages the established maritime industries in Ras Al-Khair to foster growth and establish itself as a key regional player, contributing to the KSA's goal of developing a US$14 billion maritime industry.[3] Strategically located near Ras Al-Khair Port, the KSA's newest industrial port, it boasts extensive capacity for handling bulk cargo and serves over 100 manufacturing projects. The port's deep-water depth enables it to accommodate ships of any size, enhancing its operational efficiency.
3. Jazan Special Economic Zone | Launched April 13, 2023
The Jazan SEZ seeks to further enhance the KSA’s robust mining sector to assume a pivotal role in global construction and processed metals and minerals markets. Businesses in the Jazan SEZ will have access to one of the region’s largest ports, facilitating efficient exports and imports of manufacturing materials. Additionally, businesses in Jazan SEZ will be able to tap into the KSA's world-leading industries in chemicals, metals, and agriculture, positioning their operations at the forefront of these dynamic sectors.
4. Cloud Computing Special Economic Zone | Launched April 13, 2023
The Cloud Computing Special Economic Zone aims to make the KSA a regional hub in advanced computing technologies and a growth engine for the ICT sector.
Based on the National Strategy for Digital Transformation and the ICT Sector Strategy, the KSA is dedicated to supporting and promoting new technologies, offering companies an advantageous environment for growth and innovation.
The KSA aims to attract $20 billion in investments (FDI & Domestic Direct Investment) by 2030 into the Data and AI sectors, supported by the Cloud Computing SEZ.[4] Digital companies setting up in the Cloud Computing Special Economic Zone can benefit from a skilled workforce, extensive public sector clientele and a tech-savvy population known for early adoption of new technologies.
5. Riyadh Integrated Special Logistics Zone | Launched 2022
The Riyadh Integrated Special Logistics Zone leverages its strategic location near King Khalid International Airport, is a cornerstone in the KSA's emergence as a premier transport and logistics hub and offers a wide array of fiscal incentives to benefit investors.
