    EBA’s Opinion assesses payment fraud data that has recently become available to the EBA, identifies new types and patterns of payment fraud, and develops proposals to mitigate them.  It notes that measures such as SCA and EBA’s technical standards have been successful, but proposes that new security measures are prescribed, including amended liability rules and certain reinforced security requirements for payment services providers.
