Consumer law/internal market: Commission approves Communication on convergence of goods and capital markets in the EU.

The Commission approved a Communication on January 20 1999 which outlines plans to set up a system for monitoring product and capital markets in the EU. It highlights the needs for public authorities to cut down administrative stumbling blocks and make sure that the EU law is applied correctly, particularly in the area of state aid. While acknowledging that some Member States may have difficulty launching a campaign the report emphasises the need for the markets to be fully integrated, allowing them to function more effectively and minimising problems in localised financial systems.

The report also highlights areas of specific weakness, namely: financial services, public procurement, electronic commerce and the car and pharmaceutical sectors.
