Trade: European Union to join WIPO intellectual property conventions

The Commission has proposed a Council decision on the approval, on behalf of the EC, of the World Intellectual Property Organisation (WIPO) Copyright Treaty and the WIPO Performances and Phonograms Treaty.

The WIPO Copyright Treaty addresses the scope of copyright protection, the protection of computer programmes and databases, rights of distribution, rental and communication to the public and the duration of the protection of photographic works. The Treaty is not intended to derogate from existing obligations between contracting parties under the Berne Convention for the Protection of Literary and Artistic works.

The WIPO Performances and Phonograms Treaty provides protection for performers and producers of phonograms who are nationals of contracting parties in respect of their rights of reproduction, distribution and rental, the right to make performances and phonograms available to the public, the right to remuneration for broadcasting and communication to the public and the economic and moral rights of performers.
