Employment and pensions: Part-time proposal

The Commission has tabled a Proposal designed to give effect to the framework agreement on part-time work. This agreement was concluded by employers' representatives (UNICE), trade union representatives (ETUC) and representatives of State-owned industry (CEEP).

The draft Directive is intended to prevent any discrimination against part-time workers. It sets out the general principles and minimum requirements for part-time work and allows Member States to grant more rights.

The Proposal requests Member States and employees' and employers' groups to identify and review obstacles which may limit opportunities for part-time work and, where appropriate, eliminate them. Employees should have the choice of part or full-time work, and employers should be amenable to requests to transfer from one to the other. This includes providing adequate information on vacancies and improving access to part-time work at all levels.
